e-Security, Privacy, and Confidentiality

Members often ask questions about using the technology or the confidentiality of their health information. It is important to reassure them that Breakthrough’s staff and providers have:

  • Undergone background checks;

  • Been trained on the Health Insurance Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health Act (HITECH) requirements and best practices;

  • Adhere to formal policies related to secure operating procedures; and

  • Have clinical training and/or experience.
Behavioral telehealth and Breakthrough’s delivery model fall under the provisions of HIPAA and HITECH as it involves the transmission of protected health information in electronic form in connection with a health care claim. The same HIPAA privacy practices adopted by traditional office practices can be extended to telehealth practices.
